Borough manager's review positive, salary increased

During its Monday meeting, the borough assembly extended Borough Manager Steve Giesbrecht’s employment contract for an additional five years with one year’s severance pay.

Giesbrecht’s annual salary starting this October through September 30, 2014 is $113,500. The assembly will conduct an annual evaluation next year and again negotiate his salary.

The assembly conducted his latest performance evaluation last month. The purpose of the evaluation, according to the document, is to “increase communication between the borough assembly and the borough manager concerning the performance of the manager in the accomplishment of his/her assigned duties and responsibilities, and the establishment of specific work-related goals and objectives.”

Questions in multiple categories are rated on a scale of 1-5, 5 being outstanding and 1 being unsatisfactory. Assembly members and department heads fill out the evaluation.

Giesbrecht scored a four overall, according to 64 percent of respondents. Fourteen percent indicated he meets job standards and 22 percent marked him as outstanding.

Giesbrecht’s lowest scores, six out of 42 questions, all fell into the “Meets Job Standard” category.

Respondents credited Giesbrecht with promoting and managing borough formation, recruiting and hiring a new police chief and achieving a balanced budget with positive cash flow among others.

Future goals include that officials would like to see him work towards obtaining a new police facility and municipal building remodel, seek grant funding from more sources and work toward preemptively addressing public concerns regarding major borough expenditures.

Geisbrecht’s salary before the raise was $108,675. He receives the same set of benefits as a new hire department head including the participation in the State of Alaska Public Employee’s Retirement System, PERS, and paid time off and holidays.
