October 9, 1915 – “An open letter and a constitution and by laws for the purpose of organizing a Territorial Federation of Women's Clubs” has been received by the Report from Mrs. Thomas V. Connor, president of the Douglas Island Women's Club. The request is made that these papers be turned over to a local women's club or to any woman interested in forming such a club in Petersburg.

The objects of the federation, according to the proposed constitution, “shall be to unite the women's club of this territory for the study of cultural and altruistic subjects, for the consideration of public issues...
