Gary Morgan is an electrician for Power and Light. He is a borough employee, who doesn't smoke marijuana, and above all else he is a family man with a wife and a 19-month-old son he adores.

He sees cultivation of marijuana in the Petersburg Borough strictly as a viable business opportunity, and plans on growing the plant in a 500-square-foot well-monitored facility under heavily scrutinized regulations set by the state.
