A black bear knocks over and rummages through a refuse bin on Wrangell Avenue on Wednesday afternoon. This bear was also seen on Lake Street and in the community gym's 3rd Street parking lot. Reports of bears getting into garbage around town have increased in recent weeks. Borough Code requires that "reasonable effort" be undertaken to secure refuse by either storing indoors until the morning of collection or securing the lid of the container sufficiently to hold it shut should the bin be knocked over by weather or animals.
