Wrangell workers represented by the IBEW Local 1547 gather outside of City Hall early Thursday to protest, alleging unfair labor practices committed by the borough. The Wrangell Assembly on Tuesday voted to implement its own proposal for a new collective bargaining agreement after negotiations were deemed to have reached an impasse.
