The Pilot calculated annual turnover rate for each Petersburg Borough department by using employee documents from 2013 to 2016. Here’s how it was done.

The turnover rates presented reflect full-time staff only, and Mindy Swihart, the Borough Deputy Clerk, confirmed the data. After the data was calculated, every department head, along with the Borough manager and human resources officials, were asked to comment and confirm the turnover rates.
